Late last year, Rosie’s Law (HB 1098 / SB 359) was refiled for the 2025 Texas legislative session by Representative Sheryl Cole and Senator Sarah Eckhardt—and we have been fighting for it ever since.
Rosie’s Law is a people-first policy that does what Texans have been demanding for years: restore and expand insurance coverage for abortion and contraception, and ensure every Texan can make decisions about their body and future without political interference.
This bill is named in honor of Rosie Jiménez, a young mother from the Rio Grande Valley who died after Medicaid denied her coverage for abortion care in 1977. Her story is not just history—it’s a warning. Decades later, abortion bans and insurance restrictions continue to harm the very people most in need of care. Rosie’s Law is how we begin to change that.
What Rosie’s Law does:
- Restores Medicaid and private insurance coverage for abortion
- Expands access to contraception
- Ends cost-sharing barriers like co-pays and deductibles for reproductive care

We filled the halls of the Capitol with our voices and our stories, calling on lawmakers to support Rosie’s Law and other urgent policies that reflect Texans’ values. We showed up because we know our lives are worth fighting for.
